Context
Article 384 of the electoral decree gives Haitians abroad the right to vote for President in diaspora communities identified by the CEP, but no implementing order or registration centre abroad exists yet. In mid-October a CEP delegation led by its president went to Florida to prepare a pilot, after missions to Chile, Brazil and Canada; voting must be in person and, according to the CEP, the first phase may not cover the whole diaspora.
